There lies a natural agreement between social management inovation and consientiousness of citizen aware- ness. Nevertheless,during years of social managemeast, the lack of citizent awareness has badly hindered the efficiency and quality of social management. Therefore, contensciousness of citizen awareness compensation should beome value basis and practice direction during the course of promoting social management inovation on the basic of conparing unbalance and compen- sation ,giving rights and respecting.
