Through the identifying the relationship between finn resources and its technological innovation capability, this paper proposes that the technological innovation capabilities of knowledge-oriented small and medium - sized firms arc strictly connected to their capabilities in acquiring and dcvcloping resources. The evaluation of technological innovation capability can bc done through analyzing the amount of specific resources managed by a firm during its llfe cycle. By setting up the index system and fuzzy compre hensivo ovaluation model for the evaluation of the technological innovation capability in such firms, it evaluates their technological innovation capability.
