在市场竞争日益激烈的情况下，通过提高企业的技术创新能力避免遭遇技术性贸易壁垒，是中小企业提高国际竞争力的重要手段之一。在对质量认证的作用进行概括分析之后，论述了质量认证对中小企业技术创新积极的和消极的影响，然后在宏观和微观两个层面上提出了通过质量认证提高我国中小企业技术创新能力的对策建议。

Under the condition of the drastic marketable competition, it is the important method to improve the competitive ability and avoid of the technical barriers to trade which improve the ability of technological innovation. On the basis of having analyzed the present situation of quality certification, the paper sums up the importance of quality certification and the positive and negative influence of quality certification to technological innovation in medium and small enterprises, and give the countermeasure to solve this question from the macroscopical and microcosmic aspect.
