This paper illustrates the incentive functions of Green Barriers information as information sources of technological innovation and compulsory green technical standards in SMEs technological innovation, and analyzes the influence of Green Barriers to the external environmental elements and internal conditional elements of SMEs technological innovation from two angles as above, constructs the relational model of incentive mechanism of Green Barriers information to SMEs technological innovation, discusses the incentive effect of Green Barriers on SMEs technological innovation.
