英文摘要：

The purpose of the paper is to provide a reference for the amelioration of the land ticket system in Chongqing based on analyzing the nature and function of the institution.Methods used include literature review,policy analysis and deduction.Results show that the land ticket system reflects in nature as an indicator symbol,as well as a carrier or a representative of the right.It has five major functions,including coordination of land markets and governmental order,amelioration of balancing the occupation and reclamation of arable land,optimization of construction land relocation,convergence between the rich and poor,and a concretion of institutional supply for the rural land reform.Meanwhile,five main issues related to the land ticket system need to be considered further,including the insufficient guarantees for the ownership of the rural collective economic organization,the excessive loss of production factors of the remote areas,the unbalanced income distribution of the incremental value of the ticket,the imperfect land ticket operation system,the limitation of its source,and the constrained connotation of the ticket.Conclusion of the paper shows that the land ticket should be further ameliorated due to its roles on facilitating urban and rural development,promoting rural property right system reform and achieving the integration of land management system.Five aspects need to be taken into account,including the right subjects,the benchmark of the ticket price,the quality of land reclamation,target location of land ticket transfer,distribution of land incremental income,source of land ticket,and the elaboration of the ticket connotation.
