浙江省作为全国首批党代会常任制改革试点省份,率先响应党的十八大提出的要求,在全省全面试行乡镇党代会年会制。在连续三年多的制度实践中,浙江省围绕组织动员、年会内容、保障监管等方面来落实党委的管党责任、激活党代表主体意识,助推年会制落地,取得了积极的进展,同时也存在各地推行力度不平衡、党代会目标定位模糊、党代表作用发挥不够、制度空转缺乏效力等问题。深入推进乡镇党代会年会制改革,需要围绕主体性和严格性、党务性和公共性、代表性和专业性、操作性和衔接性等方面,继续传导党建责任,突出年会功能,增强党代表履职能力,明确年会制度运行流程,提升乡镇党代会运行质量。
As the first Pilot provinces of the permanent meeting system of the Party's congress,Zhejiang takes the lead in response to the proposal of Party's Eighteenth Congress and tries the annual meeting system of the township party's congress. In the practice of three continuous years meeting system,around the organization mobilization,content and supervision to promote practice,Zhejiang gets rapid progress in many aspects,but also exposes many problems,such as the efforts throughout the implementation unbalanced,Party congress target fuzzy,the role of the Party representives playing not enough,and the lack of institution effectiveness. Deeply promote this reform,we need to adapt to the new normal construction,reform around the subjectivity and strictness,strengthening Party representatives' professional operation ability,and clearing the township annual congress system process to improve the operation quality.
