随着人类社会逐渐从工业社会向科业社会过渡,科技创新正日益成为某些国际核心城市的主导功能。本文在概括国内外相关研究的基础上,从功能特征及判定标准角度,阐述了城市科技创新功能的概念内涵。然后结合我国的战略转型实际,从发展优势及面临的挑战层面,分析了京沪两市发展城市科技创新功能的现实条件,并总结了北京与上海发展城市科技创新功能应重点研究解决的问题。总体而言,培育科技创新功能对京沪两市具有重要的意义。未来发展过程中,上海与北京既具有发展科技创新功能的人才、机构、投入及政府重视优势,在发展过程中又面临自主开发能力不足、主体定位偏误及制度创新不足等问题。
英文摘要：
Because of the transition from industrial society to technological social,technological innovation is increasingly becoming the core function of the international leading city.This paper focuses on the expounding the characteristics of urban technological innovation function and its categories of activity,and analyzing advantages,challenges,as well as main subjects that should be researched into and solved in developing technological innovations function in Beijing and Shanghai.
