21世纪是复杂科学的世纪，科技创新政策的运行系统也是极为复杂的。因此，以复杂适应系统的多主体思想为指导，运用文本挖掘方法将中关村区域科技创新政策中运用频率最高的政策工具进行抽取，并依据迪尔综合激励模型与道格拉斯生产函数构建了区域科技创新政策对企业创新产出的作用机理模型。最后总结了政策对企业创新产出的作用路径以及提出未来政策仿真的研究展望。
英文摘要：
Regional science and technology innovation policy has important strategic significance with respect to the promotion of an innovation orientation in our country, and the mechanism of policy to enterprise innovation output urgently require research attention. In the 21st century with the complexity characteristics, the operation system of the science and technology innovation policy is extremely complex. So with the multiple agent of cornplex adaptive systems theory as guidance, we extract the policy tool based on data from Zhongguancun Science Park with the text mining method, and build a mechanism model according to Dill＇s integrated incentive model and Cobb-Douglas production functions. Finally, we summarise the function route of regional science and technology innovation policy to enterprise innovation output, and then we evaluate the policy simulation method and give the research prospect.
