In order to master the practical utilization of white spectrum in the south China sea, and according to the latest spectrum occupancy proposal ITU-R SM. 1880 and mobile monitoring equipment proposal ITU-R SM. 1723-2, maritime mobile measurement hardware and software environment are built to make actual moving measurement of the frequency spectrum occupancy in the coastal waters of Hainan island. And samples are taken by using Lee＇ s criteria. Finally, the obtained data is analyzed to get the comparison diagram of time-frequency-occupancy rate. The test results show that white spectrum utilization rate in the measured area is low.
