针对产业结构与就业结构是多因素变量的特点,基于灰色关联度模型,对我国1995—2014年间产业结构调整系数与三次产业就业结构变动的关系进行研究,得出如下结论:第三产业的就业人数变动对产业结构调整起关键作用;稳定第一产业就业对我国产业结构调整仍有重要影响;第二产业就业人数变动在产业结构调整中地位趋于下降。提出如下建议:培育高技术服务型人才、交替发挥第三产业内部行业在不同发展阶段的作用;建立基层劳动者技能培训机构、提高农产品附加值、实现农业现代化并释放出过剩劳动力;培训技术人员创新能力,将粗放式工业生产转变为集约式、智能化的生产模式。
In view of the industry structure and employment structure are multifactor variables, basedon the grey correlation m o d e l the relationship between industrial structure adjustment coefficient andthree changes in employment structure of industry and research during 1995 - 2014 in China arestudied. The conclusions are draw n: the changes of employment in the tertiary industry plays a keyrole in the adjustment of industrial structure; stable employment in primary industry still has animportant impact on China?s industrial structure adjustm ent; the status of the changes of employmentin the secondary industry tends to decline in the industrial structure adjustment. Somerecommendations are put forw ard: cultivating high-tech service personnel, and alternating the role ofthe business of tertiary industry at different stages of development; establishing the skill traininginstitutions for grass-root w orkers, improving the added value of agricultural products, and realizingagricultural modernization and releasing surplus labour; cultivating the innovation ability of technicalpersonnel, and converting extensive industrial production to intensive, intelligent production mode.
