随着游客对个性化服务要求的提升，选择自由出行的游客越来越多。文章在自助旅游逐渐蓬勃发展的形势下，以河南省为研究对象，构建旅游公共服务评价体系，并利用综合评价函数对河南省旅游公共服务设施的现状进行了测评。结果表明，河南省旅游公共服务体系综合评价值普遍不高，且存在基础配套设施不完善、信息渠道不畅、安全应急措施不健全的缺陷，制约了自助旅游的发展，需要当地政府及时调整，以开拓自助游市场，促进整个旅游业的发展。

英文摘要：

More and more tourists choose to travel on their own rather than with agencies because of their in-creasing demand for individualized service. This paper,taking Henan province as an example,explores an eval-uation system of public tourism service and conducts an assessment of Henan＇s facilities for tourism service based on comprehensive evaluation function. The findings suggest a relatively low index,and problems exist in infrastructure,information communication, and emergency measures,which hinder the further progress of free i-tinerary tourism and requires the prompt addressing of the local government for long-time sustainable tourism development.
