2014年11月,《粮食法(送审稿)》公布,其中对粮食消费与节约进行了专章规定,以期引导居民对粮食进行科学、健康消费,引导粮食生产者、加工者通过技术创新降低粮食损耗,提高粮食利用率。首先梳理了我国我国粮食消费与节约规则的发展历程与现状。以日本、美国和欧盟为例从粮食流通及法律、粮食仓储政策及法律、粮食加工方面的政策及法律和粮食消费制度演变及法律等方面分析了发达国家粮食消费与节约的法律与政策。提出我国粮食消费与节约法制化进程中存在的问题和我国粮食消费与节约的法制化方案建议。
In November 2014,Food Law( Draft) was published,and in it there are provisions on food consumption and conservation in the hope of guiding residents in consuming food in a scientific and healthy way and guiding food producers,processors in reducing grain loss through technological innovation and improving the utilization rate of grain. The article first sorts out the development process and current situation of China' s regulations on food consumption and saving and then it takes for examples Japan,the United States and the European Union to analyze the laws and policies of food consumption and conservation in developed countries from such aspects as food distribution and laws,grain storage policies and laws,the policy and laws of grain processing,and the evolution of food consumption system and laws. Then it points out the problems in the process of China's food consumption and saving and puts forward some legal suggestion on food consumption and conservation.
