我国城市保障性住房福利效应评价及政策思考

住房保障的主体是人,度量受保居民及周边居民的福利变化和保障房政策绩效,对于推进保障性房建设,促进社会公平具有重要意义。基于天津市受保居民及周边住区居民福利评价问卷调查,对比分析不同保障形式的居住满意度,使用模糊评价法对其福利水平进行评价。结果显示,受保居民的居住条件、心理状况有明显改善,但其他条件均有不同程度恶化;配建模式下邻里关系水平偏低,不同社区融合存在困难;产权型保障形式更受偏爱。未来的保障房建设应从关注受保居民发展权、维护城市资源公平分配、推动保障房住区与社区融合发展、优化保障形式及多元供给等方面加以完善。

英文摘要:

It is of great significancefor the promotion of social equityto measure the welfare change of the affordable housing residents and their nearby neighborhoods, and to measure the policy performance from the perspective of "people" .To measure the welfare change of the affordable housing residents andtheir nearby neighborhoods, and to measure the policy performance. The data of this study primarily come from questionnaire surveyabout the welfare of the affordable housing residents andtheir nearby neighborhoods in Tianjin. Then this paper comparesand analyzes the different types of affordable housing satisfaction, using the fuzzy evaluation method to evaluate the welfare level The results of this research show that theaffordable housingresidents' living conditions,mental status has improved significantly, but other conditions have deteriorated in varying degrees; Our results also indicate thatsegregation exists between affordable housing estates and theirneighboring estates,and that the respondents have little motivation to interact with affordable housing residents; Results also indicate that the form of property rights protection is more popular Therefore, the policy suggestions about indemnificatory housing are put forward which contains: to concern the affordable housing residents' right of development, to maintain the fair distribution of urban resources, to benefit neighborhood interaction and the development of the community, to optimize the form of affordable housing, and diversified supply
