本文基于四阶段DEA和bootstrap-DEA模型对中国区域环境治理效率进行比较分析。结果表明：（1）传统DEA方法测算的区域环境治理效率值被明显低估。（2）政府对环保的重视程度、公众环保意识、地区产业结构对我国区域环境治理效率具有显著的影响，而环保投资增加和能耗降低没有对效率提升产生应有的作用。（3）我国区域环境治理效率差异明显，中部和东部的综合效率明显好于西部，而西部的规模效率较好。（4）资本变动对西部的影响较显著，人力因素对中部的影响大，科技因素对东部的影响大。

The paper calculated four-stages DEA and Bootstrap-DEA China＇s regional environmental governance efficiency by using model. The results show that：（1）The regional environmental governance efficiency value measured by traditional DEA method is significantly undervalued. （2） The government value degree on the environment, public awareness of the environment and the area industrial structure have significant influence on the regional environment governance efficiency. And increase of investment in environmental protection and deereas of energy consumption have no proper role in efficiency promotion. （3） There are significant differences around regional environmental gov- ernance efficiency.
