英文摘要：

Developed countries are the first ones that realized prosperous and powerful economy through industrializa- tion. The resources and environment problems in developed countries, which are under the circumstances of the same stage of industrialization and speed of industrialized development, are in common. Furthermore, the resources and en- vironmental policies adopted exist universality and regularity. In the mid--term stage of industrialization, developed countries usually took some universal measures to achieve the governance of resources and environmental problems dur- ing industrialization process, covering acceleration in science and technology progress, perfection of legal system of re- sources and environment protection, promotion of clean production and the development of circular economy, innova- tion in environment resource property right system, construction of an strict system of resources and environment pro- tection and utilization standard, optimization of the industrial structure, transfer of resource consumption and environ- mental pollution, etc. The characteristic of resources and environmental problems in China during industrialization process resembles that in developed countries in the mid--term stage of industrialization. Nevertheless, there exist problems like regional development imbalance in China, with limitation on the space of coordinative development be- tween resources and environment in industrialization period. As our industries drawing lessons from the experience of resources and environmental policies during the period of industrialization in developed countries to practicing ecological civilization, we should attach much attention to the discrepancy between developed countries and China of such aspectsz industrialization background, conditions of resources and environment and task of industrialization.
