During the new rural construction, most resources allocation are indeed leaded by related departments for maximizing their own interests instead of public interests-oriented. As the consequences, the elite peasants take the advantages and the average are ＂objected＂ and marginalized. Organizational cooperation must be enhanced; however, elites capture is getting to be regular thing in peasants＇ professional co-operatives, which is not helpful to guarantee the principle role for peasants. The first thing to do is to establish the comprehensive and multi-functional cooperatives, which need to remove departmental barriers first.
