Wen-Yu Li is the directing engineer in Telecommunication Standard Research Institute of China Academy of Telecommunication Research (CATR), working on wireless and mobile communication and net- work technology research and standardization. He has chaired several important national projects of China. He is the editor and respon-sible person of more than 10 CCSA specifications on TD- SCDMA technical requirement and test method and has published over 30 papers in refereed journals and conferences. He received his B.S. degree in information engineering in 1998, and M.S. degree in signal and information processing in 2002, both from Beijing University of Posts and Telecommunications (BUPT). He is currently a Ph,D. candidate in signal and information system at BUPT.
