英文摘要：

This article regards an eco-city as the trager of the circulation economy, and studies the measurement system of the development level of the eco-city in anticipation to provide main basis to plan and construct the eco-city. From the conceptual analysis of the eco-city, an index system embodying the circulation economy pattern has been constructed about resources utilization, waste reduction discharge, waste disposal, comprehensive waste utilization, technology and fund input, etc. By use of the relevant coefficient analytic method, the indices are subject to screening and examination. The AHP method is used to determine the index weighting. The linear weighting method is employed to measure the level of the development of the eco-city. Based on relevant statistical data of thirty main cities in 2005, the applied measuring system is used to measure the level of the development of the eco-cities across the country.
