This paper summarizes the linking designs in test equating and introduces a new linking design,common item equating to a calibrated item pool（ ETP design）,which based on an item pool under the framework of IRT. Comparing with the traditional linking design,ETP design avoids some disadvantages of common- group design and common- item design and ensures the accuracy in the test equating. Currently,many exams have developed item pools,so ETP design has vast space for development.
