突发公共事件信息具有海量、分散、多样和复杂等特性。现代化管理信息系统的信息采集、存储、分析和管理功能可以提高突发公共事件的处理效率和决策水平。本文探讨了国内外基于数据挖掘和智能知识的突发公共事件信息管理研究情况及如何建立一个系统的公共事件信息管理框架,为突发公共事件的变化趋势进行预测和事件信息收集、处理、知识获取、事件评估、决策和应急管理工作提供科学依据和支持。

英文摘要：

The information related to public emergencies is massive,dispersive,heterogeneous and complex.Management information system can help us to improve the efficiency and make decision by collecting,integrating and analyzing related information.This paper introduces a brief survey of incident information management research and discusses the functions and components of an emergency management information framework.Such a framework provides an important information source and decision support tool for emergency prevention,prediction and response.
