With regard to the modular feature of multi-level indexes structure in performance evaluation, we deduce two-tuple linguistic generalized modular averaging （2TLGOMA） operator, which is monotonic, idempotent, bounded and commutative. We further develop the concepts of two-tuple linguistic generalized ordered weighted modular averaging （2TLGOWMA） operator and hybrid weighted two-tuple linguistic generalized ordered modular （H2TLGOM） aggregation operator, and the orness measure is given. Moreover, a performance evaluation method for university teachers ~ based on 2TLGOWMA method is that it considers not only the structure takes into account the weights of index system shows that the developed method is feasible and operator and H2TLGOM operator is given. The advantage of this relationship among each modules of the evaluation system, but also and attitude character of evaluator. Finally a numerical example effective.
