英文摘要：
This paper presents an experts selection method of the experts management information system in an open electronic bidding system based on PKI. The method employs cryptographic techniques to overcome the security issues in the selection process. The confidentiality, authentication and non-repudlation of our selection process is ensured by using the blind signature protocol. The usage of stochastic algorithm ensures the selected result is fair. At the Web-based client side, the supervisors sign, the selection result without revealing the content. When the result need be published, the signed selection result comes out.
