This paper presents a kind of compounded certificates distribution system based on B/S and C/S mode, the implementation of this system adopts a multi-tier architecture, and successfully conbines the application independent Certificate Authority and the application dependent priviledge access control, finally, completes the binding between certificate and the priviledge. This system is successfully applied in the Electronic Government affairs.
