如何评价高校食堂的公益性,如何在社会化改革中保持高校食堂的公益性,如何建立高校食堂公益性的长效维护机制,是教育界迫切需要研究的问题。本文提出并验证了高校食堂公益性测评体系,主要包括安全性、稳定性、感知价值、舒适性和资源独占性等五个维度。在此基础上,本文对两所高校食堂的公益性进行了对比性评价,研究发现:同样规模的学校,学校给予食堂的财政补贴越多,安全性、稳定性和感知更高;而校外人员就餐过多,会导致学生资源独占性感知较差。结合对我国社会化改革中比较有特色的十五所大学的深度访谈资料,提出了高校食堂保持公益性的机制,包括外部机制和内部机制。
How to assess the public welfare of university canteen, how to remain public welfare during socialization reform, and how to establish a long-term public welfare maintenance mechanism are all the themes need to be studied urgently by educational circles. This paper took university canteen for example, established and verified the assessment system of public welfare, which includs five aspects: safety, stability, perceived value, comfortableness and resource exclusivity. Based on this, applying the index system presented by this paper in the comparative study of two university cafeterias, it turns out that for universities with the same scale, the more financial support the university cafeteria gets, the more safety, stability, perceived value students perceive. Besides the more outsiders eat in university cafeteria, the less resource exclusivity students perceived. Combined with the depth research data in China's 15 universities with distinctive management features, this paper comes up with the assessment and maintenance mechanism of university canteen's public welfare including external mechanism and internal mechanism.
