利用基于方向性距离函数的全局DEA模型对中国29个省份1998-2013年期间的能源效率进行测度,并运用Tobit模型实证检验了研发投入对能源效率的影响。研究结果表明:中国能源效率水平较低,但整体呈上升趋势,东部与中西部的能源效率由样本初期不存在显著差异逐渐演变为两极分化格局凸显;研发投入对能源效率没有显著促进作用,但2006年以后的研发投入对能源效率有显著促进作用,这应该是由于在这阶段中国严格实施了一系列环境规制政策;1998-2005年间和2006-2013年间的企业研发投入对能源效率均有显著促进作用,而且2006年以后的促进作用更大,但公共研发投入对能源效率均没有显著促进作用。
The paper employs global DEA on the directional distance function to estimate energy efficiency, and investigates the relationship between R&D and energy efficiency by using Tobit model, based on the data on the China's 29 provinces during 1998-2013. Our study finds that: The eastern region does not make its energy efficiency significantly efficiency hi higher than that of the mid-western region at the beginning, however, the polarization pattern of energy ghlights at the end; R&D input has not significantly positive effects on energy efficiency, but R&D input has significantly positive effects on energy efficiency because of environmental regulation policy since 2006; R&D input of enterprise has significantly positive effect on energy efficiency in the period of 1998-2005 but during 2006- 2013, but the R&D input of public R&D institutes has no significantly effect on energy efficiency.
