It is a need to establish resource-saving and environment-friendly agriculture so as to accelerate the transformation of agricultural production mode and achieve the sustainable development of agriculture. This paper analyzes the roots of developing ＂two types＂ agriculture and the scientific connotation, essential characteristics and developing mode of the ＂two types＂ griculture by comparison with the traditional agriculture. It is believed that the ＂two types＂ agriculture is a comprehensive agricultural production system, which sets changing the mode of agricultural production as the fundamental purpose, developing high quality, high yield, efficient, ecological, safe and modem agriculture as the main objective, improving resource use efficiency and protecting the ecological environment as content. Relying on technological innovation and policy innovation, it is to develop the circular agriculture, ecological agriculture, intensive agriculture, and other recycling agricultural pattern vigorously to achieve sustainable development of modem agricultural production system.
