Effective competition in an industry is a combination of competitive vitality and scale economy. This paper u- ses ISCP framework to analyze the competition vality. The findings show that although the market concentration has been de- creased, power industry still maintains a high profit rate, that there still exists a high degree of monopoly in the power genera- tion industry, and the market is lack of vitality. Moreover, the analysis of the data of 31 quoted electric companies based on the DEA model finds that due to expansion, large power generation groups show a trend of decreasing scale of returns. At the same time, many low-efficiency local power enterprises are still in operation. Therefore, the majority of the power generation enterprises are diseconomies of scale.
