政府的危机传播工作越来越重视公众参与,而社交媒体的兴起为公众参与提供了新的途径。本文关注政务社交媒体在危机事件中的表现,从中测量公众参与政府危机传播的水平并进行中美比较。首先,从应急管理的公众参与、社交媒体的促进作用和公众参与的过程与结果三个方面对相关的文献进行了梳理,提出了获取公众信息、公众提问、政府回复率、转发均值和正面评论比值等参与过程和参与指标;其次选取纽约市应对飓风桑迪和北京市应对721暴雨作为比较案例,进行内容分析和编码;得出了我国公众参与水平较高、两国的政府回复率的分析结果,并提出了构建有效的监控体系和加强政府公众互动等意见和建议,希望对我国政府危机传播的公众参与机制建设有所帮助。
Government Crisis Communication pays more and more attention on public participation,for which social media provide a new approach. In order to measure the level of public participation in government crisis communication and compare China and USA,this article focuses on government social media usage in crisis. First,the relevant literature of public participation in emergency management,the impact of social media and measuring participation were reviewed,indicators like obtain information,questions from the public,government response rates,forward numbers and positive review rates were selected. This research then choose New York City dealing with Hurricane Sandy and Beijing responding to 721 rain as comparative cases,in the meanwhile use content analysis and coding. The results indicated that a high level of public participation in China,both countries had the relatively low government response rates.
