为了引导人们在不同交通方式中更多地选择公共交通,帮助决策部门制定有效提升公交竞争力的相关政策,引入"推—拉"理念对上海市公共交通优先发展政策进行梳理,以期提高政策制定的针对性与有效性。为了定量分析出行者对各项政策的熟知程度和支持程度,并考察不同政策对不同属性出行者的影响效果,在调查基础上采用统计学方法进行分析。结果表明:出行者对拉动型公交政策支持度更高;出行者对关乎其个体切身利益的基于需求导向型的政策敏感性更高;推动型和拉动型政策对不同类型的出行者影响效果也不尽相同;公交发展政策的制定应双管齐下,以拉动型政策为主,推动型政策为辅。
To establish more efficiency public transportation priority development policies and prompt public transportation competitive ability, this research adopts "pull-push" theory to study the current and potential public transportation in case of Shanghai. The questionnaire survey method is used to quantitatively analyze how travelers know and support the public transportation policies and how these different policies influence travelers with different distribute. The data is got in Shanghai and made a statistic analysis. The research result indicts the following statements: travelers support pull policies more than push policies; traveler has more sensibility on these demandoriented policies in close related to their personnel benefits; pull policies and push policies has different impact on different traveler; Public transport policy should focus on the pull policy which is assisted with the push policy.
