The attitudes of society towards disabled persons have undergone three distinct changes： exclusion/ isolation, charitable relief, and focusing on their potential development. Consequently, special education is de- veloped by paying attention to disabled persons to a certain extent, followed by humane care and enacted support. Based on ＂caring about special education,＂ put forward in the report of the 17th CPC National Congress, ＂sup- porting special education＂ was illustrated in the report of the 18th CPC National Congress. Consequently, the en- acted support of special education has become the theme of the development of special education, as well as Chi- na＇ s strategic plan for the sustainable development of special education. This indicates special education＇ s con- notative development from hmnane care to enacted support. Therefore, carrying forward humanism, formulating the special education law and preferential policies, and building a network for supporting special education are effective ways to practice China＇ s strategic plan for ＂supporting special education.＂
