环境规制、产业结构调整与中国城市就业

文章梳理了环境规制与产业结构调整的交互效应对就业的作用机理,并基于2003─2014年中国260个地级市的面板数据对其进行验证。结果显示:样本期内除西部地区和非环保重点城市外,环境规制能够促进就业;产业结构调整会抑制就业规模扩张,且这种抑制作用存在区域异质性;环境规制与产业结构高级化的交互项在总体层面、中部地区和环保重点城市会限制就业吸纳,环境规制与产业结构合理化的交互项未能带来就业促进,这表明环境规制与产业结构调整之间尚未实现协调匹配,二者的交互效应会阻碍就业增加。在"新常态"下,不能割裂环境规制与产业结构调整的相互关系,应不断提升二者的协调匹配程度以推进就业扩张。

英文摘要:

This paper summarizes the mechanism that the interaction of environmental regulation and industrial structure adjustment affect employment and tests the mechanism by using the panel data consisting of China's 260 prefecture-level cities from 2003 to 2014.The results show that environmental regulation can promote employment in all regions except western regions and non-major environmental-protection cities during the sample period;industrial structure adjustment can inhibit the expansion of employment scale,and the negative effects are different among these regions;the interaction of environmental regulation and industrial structure optimization restrains employment in overall sample,central regions and major environmental-protection cities,and the interaction of environmental regulation and industrial structure rationalization cannot improve employment,which indicate that environmental regulation and industrial structure adjustment do not achieve a coordinated matching,and the linkage effect hinders employment.In the context of new normal,the interaction effect between environmental regulation and industrial structure adjustment should not be divided,and the coordination should be improved to promote the employment.
