发达国家循环经济源于废弃物循环，我国循环经济发展全面实行“3R”实践。循环经济不断被赋予新的内涵与行动方略，实践模式呈现多样化，但缺乏系统的理论指导。本文阐释了哲学、生态学、生态经济学、经济学中的循环思想，并对其进行继承与发展，提出促进循环经济深入发展的几个重点是：明确循环经济要解决的问题与目标定位，拓展现代经济学的循环思想，并运用经济学理论阐释经济系统的规模限制。

英文摘要：

Circular economy in developed countries comes from the circulation of wastes, rather than practices of ＂3Rs＂ in China. Recently, circular economy has been newly defined and shows various practice modes, but the problem still occurs that the practices lack the systematic theory for direction. This paper expatiates on the conceptions of circulation in philosophy, ecology, ecological economy and economy, and the necessity to research their further evolution for the deep development of circular economy. There are three key points： first, finding out the problems to be solved and the aiml second, opening up the conception of circulation in economy; and third, using the theory of economy to explain the scale restraint of the economic system.
