运用方向性距离函数和共同前沿马奎斯特-卢恩伯格指数方法,测算了在经济增长目标约束下中国1985—2009年28个省份的CO:排放技术效率和全要素生产率增长指数,并将其分解为技术进步、效率改善和技术差距比指数,分别从静态和动态角度对省际差异进行分析。结果表明:考察期内中国全要素CO2排放技术效率整体水平较低且省际差异明显,存在巨大的减排增产空间;从时间维度来看,东部省份CO2排放技术构建了全国潜在的最优技术前沿,中、西部省份与其技术差距比率分别为年均-0.24%和-0.87%;除安徽、吉林和湖北外,中、西部其他省份与东部省份技术差距逐渐加大。
This paper applied the directional distance function and Metafrontier Malmquist -luenberger productivity index approach for measuring carbon emission performance and TFP over the period 1985 - 2009 accounting for economic growth in Chinese 28 provinces. The empirical conclusions are as follows : the overall level of Chinese carbon emission performance is on the low side and its provincial disparities are significant during the sample period. There exists tremendous room for car- bon reduction and output growth. From the perspective of time dimension, the carbon emission technology of eastern con- strncted the country potential optimal carbon emission technology set, the technical gap ratio between central and eastern, western and eastern was -0. 24% and -0. 87% at annuM. The technical gap ratio of the others of Central and Western is widening comparing with the eastern except Anhui province, Jilin province and Hubei province.
