为全面评估变电站建设项目的投资效益,建立了包含运行能力、电网结构、安全可靠性和节能降损4个维度的变电站建设项目功能效果后评价指标体系。针对传统区间层次分析在指标权重确定方面计算繁琐的问题,采用改进区间层次分析法确定评价指标权重,弱化了人为主观因素对评价结果的影响,使指标权重的确定更加简单和合理。根据变电站建设项目后评价的特点和要求,将物元可拓理论应用于变电站建设项目评估,构建了基于多级可拓评价法的变电站建设项目功能效果后评价模型。该模型不仅能够确定影响变电站建设项目功能效果后评价的关键因素,还能预测项目的整体发展趋势。最后,以某220 k V变电站建设项目为例验证了所建模型的有效性和合理性。
To evaluate the investment benefits of substation construction project all sidedly, an index system for post-evaluation on effect and function of substation construction project, in which the operation capability, power system structure, security and reliability and energy-saving and loss reduction are included, is established. In allusion to the complicated calculation to determine the index weight by traditional interval analytic hierarchy process (IAHP), the improved IAHP is adopted to determine the index weight, thus the impact of artificial subjective factors on evaluation results can be weakened, so the determination of index weight can be more simple and reasonable. According to the features and demand of post-evaluation on substation construction project, the matter-element extension, theory is applied in the evaluation on substation construction project, and a multi-level extension assessment method based model to carry out post-evaluation on the function and effect of substation construction project is constructed, which not only can determine the key factors impacting the post-evaluation on the function and effect of substation Construction project, but also can predict the overall development trend of the project. Finally, taking a certain 220 kV substation construction project as example, the effectiveness and reasonableness of the constructed model are validated.
