This paper offers a new point of view to review Hi-tech Olympics through the implementation process, which should be the national strategic value for Hi-tech Olympics. Hi-tech Olympics is based on national scientific and technological development and innovation in the social construction of scientific and technological innovation： it is engineering of the Aggregation and Diffusion based on Olympic strategy;by the comparison of different economic system, it discusses the content and concept of the Olympic Games with Chinese characteristics.
