以SIS理论视角,揭示科技奥运由现象、口号到理念,再由理念到国家战略和模式的历史过程,论证了科技奥运模式的基本结构:从理念层来说,科技助奥运、奥运促发展是科技奥运模式的理念内核;从战略层来说,科技奥运具有鲜明的国家战略特征——清晰的国家行动目标、专门的国家行动规划、专设的国家行动机构和专项展开的国家科研攻关计划;从机构层来说,奥科委成为科技奥运模式的执行机构;从实现路径来说,科技创新与研发、产业化路径和公共科技应用3条路径成为科技奥运实现的基本保证。在此基础上,阐述了科技奥运模式的基本内涵:1)科技奥运是一项复杂的社会科技创新系统工程;2)科技奥运是以先进技术支撑奥运;3)科技奥运是奥运与国家科技产业发展战略的有机结合;4)科技奥运是弘扬奥运精神与提升国民科学素质的平台。
Based on STS theory, this paper discovers the process of developing of Hi-tech Olympics from phenomenon, slogan to idea and from idea to nation strategy pattern, analyzes the structure of Hi-tech Olympics Pattern from four ways. At the idea level, science and technology helping Olympics and Olympics promoting development is the core of Hi-tech Olympics Pattern;At the strategy level, Hi-tech Olympics is characteristic of national security strategy clear national action objective, special national action plan and organization, special plan for national scientific research;At organization level, Olympic Scientific Committee is the executive arm of Hi-tech Olympics pattern;At the route level, there are three paths to guarantee the Hi-tech Olympics, they are scientific and technological innovation, industrialization path as well as public technology application. This paper further discusses the connotation of the Hi-tech Olympics pattern. Hi-tech Olympics is a complex systems engineering of social science and technology innovation; Hi-tech Olympics is supported by advanced technology; Hi-tech Olympics is the combination of Olympics and the national scientific and technological industry development strategy; Hi-tech Olympics is a way to carry forward the Olympic spirit and enhance the quality of the national science.
