System arrangement is an important path to the building of social integrity. It has two functions：regulating behavior and conducting value. However,system also has some limitations,such as consequentialism.In order to promote social integrity,it is necessary to perform system arrangement based on the limitations. We can establish and improve the reward system of integrity and system of credit information disclosure so as to build social integrity.
