劳动力工作流动可分为辞职和被解雇两种方式。一方面,受教育程度越高的工作流动者辞职的可能性越大,而受教育程度越低的工作流动者被解雇的可能性越大,另一方面,辞职者的收入增长速度高于被解雇者,所以工作流动扩大了不同受教育程度的工作流动者之间的收入差距,这意味着工作流动增强了教育的收入效应,换言之,工作流动提高了教育收益率。本文的政策含义是,进一步深化劳动就业制度改革,尤其是在政府机关和事业单位真正实行劳动聘用制。
Job mobility can be divided into job - quitting and being laid - off. On the one hand, the higher education people have received, the more probable they will quit their job, and the lower education people have received, the more probable they will be laid off; on the other hand, the rate of job - quitter's income growth is higher than that of the laid - offs'income, therefore, job mobility widens the income gap between people with different education degrees, which indicates that job mobility enhances the effect of education on income. In other words, job mobility increases the rate of return to education. The policy implication of this paper is intended to deepen the employment system reform, especially to carry out the system of hiring on contract in government and undertaking units.
