Web Service Description Language （WSDL） focuses on the bottom technologies and ignores its semantic functions, so semantic information should be added in the WSDL documents. The semantic annotation method is proposed based on concepts＇ using frequencies. The properties＇ weights used in the annotation process are computed by their using frequencies. Finally, the experiments show the improved algorithm is more effective than the original algorithm.
