Great difficulty arises in the participation in villager self-government at present. Therefore, the paper adopts a justice theory and expounds on the implementation of social justice, exterior and interior appeal of the justice concept and combing and understanding of the ultimate harmony and order of justice cause, and attempts to find the possible and flexible solution to the difficulty in participation in villager self-government and presents a tentative exploration of development and perfection of villager self-government.
