发展民办非营利性医院对我国深化医药卫生体制改革具有重要意义,但是实践中大量出现的虚假非营利性现象对我国医院监管体系提出挑战。文章分析了我国医院监管现状及问题,从政府、社会、市场三大维度,构建我国民办非营利医院外部监管体系的基本框架,并提出增强财务监管力度、建立DADS信息披露机制等外部监管对策,以期对我国民办非营利性医院的监管提供政策建议和决策支持。

英文摘要：

Non-profit Private hospitals plays an important role in health care system reform. But now there are many pretend- ed non-profit hospitals among non-profit private hospitals ,which made a direct challenge to supervision mechanism of hospital. This paper puts forward a basic framework of private non＇profit hospital external supervision system from three aspects ：the government, society and market respectively, based on the analysis of the current situation and problems of hospital regulation in China, and pro- posed some suggestions such as strengthen financial supervision, establishing the DADS information disclosure mechanism , ete, ,in order to provide oolicv advice and decision suonort in the future sunervision.
