Current crisis causes the challenge and re - thinking to orthodox economic theory and methods, including institutional economics. Within the relation between individual and collective behaviors, in this paper, there are some special considerations, at micro - behavior level, on the re - orientation, quantitative measurement and realizing conditions of institutional function, and it is analyzed and emphasized that institution should make a consistence with individual and social rationality, with total growth and structural optimization, based - on game - experiment.
