由于风电具有间歇性和随机性的特点,大规模新能源发电并网在增加电力供应、有效缓解阶段性的电力供需矛盾的同时,电网安全稳定运行面临着一系列问题,电网调峰能力不足,新能源发电并网和消纳问题日益凸显。风电等新能源充裕地区电力负荷总体水平较低,峰谷差大,调峰电源不足。针对上述问题,提出风电能源上网分时段销售电价划分研究,风电能源发电并网的关键是在探索科学的调峰模式的同时,制定有效的输电规划,加强电网稳定。依据甘肃省电能的使用现状,随着风电大规模接入甘肃电网,提出适宜的分时电价划分方法。基于对典型日的综合负荷曲线的分析,采用模糊聚类的方法,运用模糊的隶属度函数,将数据按照隶属度标准,划分为不同的时段。最后统一考虑了风电上网与销售侧的时段划分,从甘肃省现有的时段划分基础上.萤新进行了峰谷时段划分。
This paper puts forward a time - division of feed - in tariff for wind power. Exploring the scientific peaking mode, formulating the effective transmission plan and strengthening the stability of the electric wire netting are the key to wind power generation and network. With the large - scale wind power access Gansu power grid, this paper proposes an appropriate time - of - use pricing method based on the current situation of Gansu Province. After the a- nalysis of the typical daily load curve, the data were divided into different time periods according to the membership degree standard by using fuzzy clustering method and fuzzy membership function. Finally, the peak - valley time divi- sion was re - divided based on the current time division of Gansu Province, considering the wind power online and sales side of the time division.
