20世纪下半叶以来,一场声势浩大的“社团革命”运动成为了席卷全球的滚滚洪流,不论是发达国家还是发展中国家未能幸免。这场运动的并起不仅标志着第三部门的兴起,也在前所未有的程度上、永久地影响和改造着传统的政府、市场与社会之间的关系。然而,第三部门的兴起决非偶然,其勃兴与相应的理论支持密不可分。为此,有必要对其理论机理进行考究与梳理。同时,由于职责与功能上的不同定位,也决定了第三部门在经营管理机制方面有别于政府与企业的相应特征。
The rise of the "social group revolution" since late 20th century not only marked the rise of the tertiary sector, but has been affecting and updating the relations between government, market and society to an unprecedented extent. The rise of the tertiary sector was by no means accidental and it was backed up by corresponding theories. This paper gives a probe into the theoretical mechanisms and concludes that the tertiary sector, due to the respective functions, has its own features in running system that are different from those of government and enterprise.
