Discussed China＇ s family planning future under the institutional reform background and separate two child policy in the cold. Pointing out that China＇ s population situation had changed. We should promote family planning to the ealthy families program. And first we should change our ideology. The main task of family planning for decades are problems left over by history; the family planning policy adjustments; merge grassroots service agencies; family planning personal shunt placement at the local level.
