英文摘要：

In this paper,an index hierarchy of four-layers and three-tiers is constructed for a comprehensive evaluation of dam safety monitoring system by using the existing specification and practical experience,and an evaluation of four-grades classification is put forward for each individual evaluation index and the whole index system.Methods of determining the membership of qualitative and quantitative evaluation indexes are analyzed,and the weight factors of indexes are suggested.Under this frame,quantitative and comprehensive methods for the evaluation are studied.This work provides a tool for practical application and a basis for further evaluation study.
