It is necessary for farmers to participate in Water - Saving Irrigation. This paper analyzes the obstacle factors, summarizes other country＇s experience, and provides with some advice on how to do. It is also necessary to keep in mind to encourage farmers to take part in water - saving management, raise their responsibility sense and passion of public participation, build and complete the laws of citizen participation, strength the relative education and propagandization, construct civilian organi- zations and improve their efficiency, consummate and create participation methods, and pay attention to the farmers＂ profit, so as to improve their capabilities to participate in watersaving management.
