Based on the factor analysis using the SAS system, this paper obtains the comprehensive scoring and ranks of China＇s 31 provinces （cities, districts） in terms of their performance in the water saving irrigation, and analyzes the dynamic changes in their performance and ranks over these years. Furthermore, in this paper, by applying the cluster analysis, the country is subdivided into different zones for the water saving irrigation. All these contribute to provide very useful references for the government to carry out a macrocosmic planning of the water saving irrigation all over the country, which is aimed at promoting the harmonious development and the overall progress of China＇s water saving irrigation program.
