化工园区应急能力评估是化工园区风险评估及应急管理的重要内容,化工园区建立应急能力评估体系一方面可以提高园区企业及管理部门的应急响应能力,另一方面可以增强政府各部门对事故的应急管理能力。在对某化工园区现场调研的基础上,结合国内外研究成果,确定了化工园区应急能力的多级指标,并运用AHP-模糊方法对该园区进行了应急能力评估。

英文摘要:

In this article, we would like to introduce an assessment model for emergency response capability for a chemical industry park based on the on-spot research of the said industry park and extensive survey of the existing research results both at home and abroad. In our article, we have also adopted the AHP-fuzzy method for the study of scientific evaluation of the emergency response capacity in hoping to provide a definite basis & reference for the actual need in this con- nection. It is coming to this actual need that we have first of all built up a comprehensive evaluation index system in accordance with the practical situation of the Park, including the pre-and-prior monitoring capability, the emergency handling capability, the resilience and summing-up guided principle, such as the 3 criterion layer targets. In proceeding with our research target, we have worked out 9 sub-stan- dard targets, that is, the surveillance and early-warning functions, the management and construction capabilities, the staff training prior- ity principle, the raw material resource preparing capability, the in- formation and data timely transferring capability, the command and coordination capability, the emergency response capability, the short- age-compensation and restoration capability, and the experience sum- mary and lesson-assimilation capability, etc. We have also gained 31 program indicators, such as the hazard identification, vulnerability analysis, monitoring control, forecast and early-warning, regulatory framework, emergency authorities, emergency program, emergency training, emergency drills and so on. It is just on the said basis that we have adopted the Analytic Hierarchy Process (AHP) to the weight distribution of the indicators and use entropy techniques to receive the amendments to the value of the weights.
