The effect of the protective layer of asbestos on the domino effect caused by heat radiation is analyzed. The re- sults show that the rate of the pressure rise in the tank could be significantly reduced by the protective layer, which could make the failure time of the tank increase. The time of failure for the vessel caused by heat radiation increases exponentially with the thickness of the protective layer of asbestos, and the correlation between the two variables is developed by data fit- ring. The criterion avoiding the domino effect caused by heat radiation, that is, the theoretical basis for the design of the protective layer against the heat radiation, has been created when the time of the vessel failure is larger than the duration of the heat radiation.
